Montenegro is a multiparty parliamentary democracy. Legislative power is vested in the unicameral parliament (Skupština Crne Gore), which held its first session in Cetinje, on 31st October 1906. Following the referendum of independence held on 21st May 2006, the Parliament of Montenegro was constituted on 2nd October 2006 and started its work as the Constituent Assembly, with the task to adopt the Constitution of the independent state of Montenegro, and afterwards continue with its four-year term of office as a regular parliament.
PARLIAMENT OF MONTENEGRO AT A GLANCE
Parliament of Montenegro is the representative body of the citizens of Montenegro and the holder of legislative and oversight authority. The Parliament has 81 members elected for a four-year term by direct and secret ballot based on universal suffrage. Members of parliament do not have binding mandate, they decide and vote according to their own belief, enjoy immunity and may not be recalled. Powers of the Parliament are determined by the Constitution of Montenegro which came into force on 22 October 2007. The seat of the Parliament is in the capital of Montenegro, Podgorica.
EU MATTERS
The relations between Montenegro and EU within the Stabilization and Association Process (SAP) were established in July 2001. Two years later, the Enhanced Permanent Dialogue was established as a form of regular consultations of Montenegro and EU. Following the referendum on independence of Montenegro in 2006 and the declaration of independence by the Montenegrin Parliament, the Council of EU declared that it would further develop relations with Montenegro as an independent and sovereign state, and bilateral recognitions of independent Montenegro by EU Member States ensued.
Montenegro officially applied for membership in the European Union in December 2008 and received candidate status in December 2010. After the Council of the European Union endorsed the decision of the General Affairs Council to open accession negotiations with Montenegro, confirming the progress achieved in the reforms and the ongoing process of European integration, the process was officially launched at the Intergovernmental conference with Montenegro under the Danish Presidency in Brussels in June 2012. The accession negotiations between Montenegro and the EU started in Brussels on June 29, 2012.
Within the Parliament of Montenegro, the
Committee on European Integration monitors accession negotiations between Montenegro and the European Union, oversees and assesses the course of negotiations and, on behalf of the Parliament, issues opinion and guidelines on the negotiation positions prepared by the Government, deliberates information on the negotiation process and deliberates and provides opinion on the issues arising in the negotiations, and considers and assesses the performance of the negotiation team. Also, within the scope of their competences, the Parliament’s committees monitor and assess harmonization of the laws of Montenegro with the Acquis Communautaire, and, based on the Government reports, monitor and assess the implementation of the adopted laws, especially those which establish the obligations complied with the Acquis Communautaire.
In accordance with Article 125 of the Stabilisation and Association Agreement between the European Community and Montenegro, Stabilisation and Association Parliamentary Committee (SAPC) was established in June 2010 as a forum for Members of the Parliament of Montenegro and of the European Parliament to meet and exchange views. Following its first meeting held in Brussels on 27 and 28 September 2010, SAPC meets twice a year to consider all aspects of relations between the EU and Montenegro and, in particular, the implementation of the Stabilisation and Association Agreement. The results of these meetings are declarations and recommendation adopted by unanimity or high degree of consensus.
