Portugal is a sovereign Republic, based upon the rule of law, the pluralism of democratic expression and democratic political organisation, the respect of fundamental rights and the separation and interdependence of powers. The state is unitary, including the two Autonomous Regions of the Azores and Madeira. Portugal joined the European Union on 1 January 1986.

ASSEMBLEIA DA REPÚBLICA AT A GLANCE

Assembleia da República is the single-chamber Parliament of Portugal. The Portuguese Constitution establishes that there are four entities that exercise sovereign power, namely the Parliament, but also the President of the Republic, the Government and the Courts. Every four years, Portuguese nationals over 18 years of age elect the 230 Members of Parliament, which are elected through party-list constituencies that are geographically defined by law, in such a way as to ensure that votes are converted into numbers of seats in accordance with the proportional representation system and using d’Hondt’s highest-average rule. The Portuguese Parliament has its seat in Lisbon.

EU MATTERS

In Portugal, the Parliament's monitoring, assessment and pronouncement competences concerning Portuguese participation in the construction of the European Union are regulated by the Constitution and by Law no. 43/2006, of 25 August 2006 as amended by Law no. 21/2012, of 17 May 2012 and Law no. 18/2018, of 2 May 2018. Accordingly, the European Affairs Committee is the parliamentary committee responsible for monitoring and considering all European subjects of interest to Portugal, as well as those that are pending decision at European Union bodies and, in particular, the performance of the Government with respect to these subjects. Simultaneously, EU matters are also discussed at the other specialist parliamentary committees. The meetings of the European Affairs Committee are public and, frequently, broadcasted by the Parliament TV channel (ARTV).
