The National Assembly of the Republic of Slovenia is the supreme representative and legislative institution, exercising legislative and electoral powers as well as control over the Executive and the Judiciary.
The National Assembly comprises 90 deputies, elected in 9 constituencies. Among them, there are the two deputies representing the Italian and Hungarian national communities, respectively.
The National Assembly sets up working bodies, namely the commissions and the committees.
On the basis of the Slovenian Constitution, the National Assembly of the Republic of Slovenia began to function after the second democratic elections in 1992. The most recent parliamentary elections, in which 90 deputies were elected to the National Assembly, were held on 21 September 2008.
The parliamentary building is located in the centre of Ljubljana and houses the National Assembly and the National Council.
EU MATTERS
The National Assembly participates in the formulation of positions of the Republic of Slovenia in relation to those EU affairs that given their subject matter would fall within its competence in accordance with the Constitution and laws. The National Assembly discusses draft positions within the time limits required by the work within EU institutions. The National Assembly also discusses amendments to the Treaties on which the Union is founded.
As a general rule, the Committee on EU Affairs and the Committee on Foreign Policy adopt decisions on the basis of the opinions issued by the working bodies responsible. Such positions become the positions of the Republic of Slovenia which the Government takes into account in its activities within EU institutions.
The Lisbon Treaty gives national parliaments a formal role in EU decision-making. In order to be able to take full advantage of this possibility, the National Assembly adopted necessary amendments to the Rules of Procedure of the National Assembly on 20 December 2010. The primary objective of such amendments is to ensure more effective involvement of the National Assembly in decision-making processes at EU level in accordance with the provisions of the Lisbon Treaty, as well as greater activity of the working bodies responsible in the discussion of EU affairs which are already in the legislative procedure.
